How we ranked this
The ranking uses a single quantitative criterion:
- Band D annual charge — district council portion — the charge levied by the district council (not including the county council, police or parish precepts) for a Band D property in the current financial year. Lowest charge is ranked first.
Band D is the reference band in English council tax. Properties are assigned a band (A–H) by the VOA based on estimated 1991 capital value; Band D sits in the middle. The charge for any other band is a fixed proportion of the Band D charge (Band A = 6/9ths; Band H = 18/9ths).
The total council tax bill payable on a property in Surrey also includes Surrey County Council's precept, the Surrey Police and Crime Commissioner's precept, and the Surrey Fire and Rescue Service precept. Parish precepts apply in some areas. The figure in this table covers the district portion only.
